What Chu is saying is that, under the insanity of the addiction to oil, it is "logical and rational" (a "trade off") for the US to destroy the earth and forests of Canada rather than spending imperialistic trillions of bucks attempting to control political chaos and destroy "enemies" for a stable flow of oil from the Middle East.

When smart and well-intended guys like Steven Chu talk like this you know that the world is in trouble. These folks often counsel that, "we should not let the perfect become the enemy of the good." Seems like it might be appropriate to meditate on whether "logical and rational" can be equated with "good".
